There are actually very few (if any) qualifications officially required to open or run most businesses. You pretty much hang out your shingle, register the business with your state, and you're ready to go.
You stand to benefit from training in the field, either at college or while working in a salon. If you work in a salon, make it known to the owner that you'd like to start your own one day and ask that they teach you the ropes of taxes, inventory, payroll, licensing, hiring/firing, and so on. (Your parents are right - college is a better choice for a good future. A Hair salon by itself is quite risky)
